That's England, not just ECB. The public-school types with their old boys network shamelessly promote each other, and ruthlessly kill outsiders. Cricket, unlike football, is full of these public-school types hence it is even more pronounced. It's who you know rather than what you know.
The best thing is to be born as an English upper class. Even more than Indian upper class elites, these guys have a free pass in life. Indian upper class elite might have had this sort of free-pass during pre-British times. During british times, at the least they had to defer to the British. The English Upper Class needs to defer to nobody. They are the masters

India will be playing a lot more international cricket at home post 2015, once the new FTP model, based on bilateral arrangements, takes effect next year.

It will also mean a serious reduction of overseas tours for Mahendra Singh Dhoni & Co over the next eight years till 2023, when the upcoming FTP cycle elapses.

According to a BCCI official, the Indian team will be playing two home series every year and their annual schedule is unlikely to include more than one foreign visit.

The logic behind the BCCI’s decision to burgeon their home season is straightforward. Playing at home entails more revenue for the Indian board as compared to when their team is abroad —not only from ticket-sales but also from sponsors and TV rights.

Condensed tour

Only last year, the BCCI had decided to condense their tour to South Africa in order to accommodate a hastily arranged and concise Test and ODI series at home against the West Indies. Incidentally it also coincided with Sachin Tendulkar’s retirement.
But the Indian board’s main motive behind inviting the men from the Caribbean was to make up for an otherwise vacant home season, with Dhoni & Co playing their entire cricket in foreign lands.

This year the Indians will travel to Bangladesh for the Asia Cup and World T20 followed by a lengthy tour in England before going Down Under for a Test series and tri-nations tournament. That is before the 2015 World Cup comes along in Australia and New Zealand. But post that, Indian cricket fans look set to see a lot more of their beloved cricketers on home soil.

This is the man some people "outside England cricket" were defending past few days.
If he is not egoistic, if he has an ounce of loyalty to England, if he is not a vulgar showpony with corrupt morals, would he have sold himself in IPL thus. A genuine team player would have taken his sacking from England Cricket in his stride, and proven his team loyalty by not going and earning obscene amounts of money in IPL.
This act of KP proves in retrospect that ECB's decision to sack him was right.
